Riding Two-Up in Bali: Passengers, Kids and Which Bike Actually Copes

Is riding two-up even legal in Bali?

Yes. One rider, one passenger is the legal configuration in Indonesia, and it is how half the island moves every day. Both people need helmets — that is the rule police actually enforce, and it is the first thing a checkpoint looks at.

What is not legal, though you will see it daily: three or four people on one scooter, and passengers without helmets. Locals get waved through; tourists doing the same get stopped, and a foreigner riding around a fine is also the person an insurer looks at hardest after an accident.

The mistake: two adults on a 125

A 125cc scooter carries one adult fine. Put two on it and it still moves — until the road tilts up. The climb to Campuhan ridge, the road to Tegallalang, the hill out of Bingin beach: the bike drops to walking pace, and worse, braking distance grows exactly where the descents get steep.

This is the single most common two-up mistake, and it happens because the 125 is the cheapest line in the price list. The difference to a 150–160cc is small money; the difference on a hill is the whole experience.

Which bikes actually work two-up

Out of our fleet, the honest two-up picks:

• Honda PCX 160 / Vario 160 — the standard answer. Comfortable pillion seat, enough torque for hills with two aboard, from 2,000,000 IDR a month.
• Yamaha NMAX 155 — same class, slightly better wind protection for the passenger.
• Yamaha XMAX 250 — the comfortable option for real distances: back rest, wide seat, storage. If you plan Uluwatu or Ubud trips two-up, this is the one.
• Honda ADV 160 — taller suspension helps on broken lanes with the extra weight.

Sport bikes carry a pillion badly — high pegs, narrow seat, weight on your wrists. Fine for ten minutes, miserable for an hour.

Children as passengers

You will see Balinese children on scooters every day, often three to a bike. That does not make it a standard we recommend — it means it is normal here, and the decision is yours.

If you do carry a child, the version that is actually defensible:

• A helmet that fits. An adult helmet rattling on a child’s head protects nothing. Children’s sizes exist in Bali — ask us and we will point you to gear shops that stock them.
• Child sits behind the rider, holding on, old enough to hold on reliably by themselves. Standing on the floorboard in front of the rider — the local habit — puts the child first into any impact.
• Short, slow, local. School-run distances in quiet lanes. Not the bypass, not Canggu at rush hour, not an hour to a waterfall.
• One adult, one child. Two adults plus a child on one scooter overloads it and leaves nobody holding the child.

For longer family trips, honestly: take a car for the kids and let one adult enjoy the bike. We deliver the bike to your villa either way.

What the passenger should know

Most two-up wobbles are the passenger’s doing, not the rider’s. Thirty seconds of briefing fixes almost all of it:

• Hold the rider’s waist or the grab rail, not their shoulders.
• Look over the rider’s inside shoulder in corners — do not lean against the bike.
• Feet stay on the pegs at stops. The rider holds the bike; a passenger’s foot going down mid-stop is how low-speed drops happen.
• Get on and off only when told — after the stand is down.

Documents and insurance two-up

The licence question does not change: the rider needs a passport and an International Driving Permit with category A. The passenger needs nothing — but the insurance picture does change, and it is worth knowing before you ride: the optional insurance covers the bike. Medical costs for rider and passenger ride on your travel insurance, so check yours covers riding as a motorcycle passenger — many policies word it narrowly.
